so there's been a big void. i want to thank the commissioners. i want to thank the small business commission. i want to thank all the authors who authored -- the supervisors who authored this legislation because now a void can be filled. what it's going to do is make businesses more economically sustainable and encourage people to -- to create jobs for the people who want to sing or play an instrument. i mean, years ago we lost a lot of people when it was a dot com. a lot of people had to leave the city because it was too expensive. i also want to reiterate what supervisor wiener said about inclusion, this was a city of inclusion not exclusion. so i think it needs to be citywide to be able to offer this. i think commissioners micko, roja and benetti made some valid points. 95% of the point things are usually fine. it's for that 5% that push the envelope. i'm in full support of legislation until 10:00. i think we need to put some safeguards if they're not in place for management of noise when it's 11:00 or 12:00 and maybe some timetables because w

we only have the big three shelters in the south, the sanctuary, and the next door. does represent a hundred and 67 beds, the vast majority of the total in the system, 345 are for care not cash. if you look at the vent their reserve, 89% reserved are being filled by those very clients. about 11%, roughly 40 beds are vacant. so what we do is of three -- we release those beds. and allowing the general homeless population to access them. the concerns are being raised that these are not being accessed. when we look at the vacant numbers, and i get a vacancy report every morning. last two nights, on july 12, there were seven vacant beds among the hundred and 67, 0.8%. last night, there were five. the idea is that the reserve and beds go empty and cannot cash is the cause of that is not supported by the data that we're looking at. there is a population out there who are not eligible, and the population gets squeezed out of the system. they do tend to be veterans and singers. they have other benefits that are available to them. these are mostly federal disability benefits,

here are our objectives on the nert team, figure out if it's big, if it's small, how do we keep track of what's going on? do we just remember it? are we going to rely on our computers, our pc's? no, we have to write it down the old-fashioned way. address, is there a fire, yes or no, damage, are there people injured, dead, can you get there. where, what, any sort of damage, are there people involved, can you get to it? here is a nert status sheet. basically if you send somebody out, you want to send the members' names, what time they went out, when they came back, what the assignment was, any comments, and if you have an incident number that would be nice. who is the safety person? we don't want to send people out, just hey, go do this. we want to keep track of it. if they don't come back within a couple hours we have to send somebody to find them or at least checkup on them. if we don't know where they went and who they are, you have chaos. they might be hurt and they're going to stay hurt. we're going to roll on to disaster psychology. what does that mean? when people go through a di
